Consulting Services was formed in 2006 following 26 years
of specialized experience in Equal Employment Opportunity and
Affirmative Action with the Office of Federal Contract Compliance
Programs (OFCCP). During the last 7 years of Joyce's career
with OFCCP, she served as the Deputy Regional Director for both
the Chicago and Dallas Regions, enforcing EEO laws and advising
companies on how to comply with the Federal regulations of the
OFCCP. Joyce's management career afforded her the responsibility
and opportunity for securing compliance with companies alleged
to have discriminatory or inadequate personnel systems.
Joyce's reputation with OFCCP of "firm but fair" has
allowed her to continue her relationships with private industry
companies and use her expertise to assist with voluntary (but
required) compliance with OFCCP regulations. Joyce's
consulting services assist companies with coverage determinations (whether you are considered a contractor subject to EEO and AA laws/executive orders),
provide compliant affirmative action programs, provide guidance
on successful AAP implementation, successfully navigate companies
through complex compliance reviews, negotiate remedies to allegations
of discrimination, aide companies in negotiation of language
in Conciliation Agreements, focus companies in areas of vulnerability
with suggestions/recommendations for reducing potential exposure
to monetary liability, and provide resources for all
compliance needs. Joyce's consulting services give
companies access to unlimited expertise that ensures continued
compliance and help Human Resource professionals and managers
in managing company needs and estabishing priorities. Joyce is actively involved in several Industry Liaison Groups (ILGs) and serves as a Board Member with both the Ohio and Indiana ILGs.

Joyce's extensive career with OFCCP and established relationships offers contractors and perspective clients a vast network of specialized talent in all areas of focus by the OFCCP, including but not limited to statistical
methodologies, including Regression Analyses, Non-parametric tests (now being considered by the OFCCP), GAP Analyses, Mantel Haenszel, Breslow Day, etc. These statistical methodologies are used by the OFCCP
in their investigative efforts to enforce their allegations of discrimination violations.
